Regulation of the tech industry and AI

While the First Amendment guarantees that “Congress shall make no law … abridging the freedom of speech”, the Supreme Court has ruled that speech can be restricted if it intends to cause harm or has the probable effect of causing harm. The tech industry and specifically artificial intelligence generate platforms that can be interpreted as speech, influencing public opinion and action, especially that of  our children. As a high school teacher, I have sadly witnessed that when my students use artificial intelligence to write essays and reports, they do not flex and develop their critical thinking skills. I have also witnessed the effects of cyber bullying on my students. I do support thoughtful regulation of social media.

 

Additionally, I am concerned that artificial intelligence has been used to profile US citizens.  One example of that of  ICE’s  access to the data of Flock Cameras  --without a warrant. Such invasaion of privacy, such survelliance is a violation of the Fourth Amendment of our Constitution. Who might next become a victim, if not of ICE,of another government agency ?

 

Furthermore, I endorse  penalizing any AI company that  profiles any person without her or his knowledge or authorization.



Changing how the US approaches foreign wars


The current US Congress has lost the public trust, having failed to execute its war powers under Article I of the Constitution. Two blatant acts – about which there was little, if any public Congressional debate, are the capture of Venezuela’s president  Nicolás Maduro Moros and the assassination of Iran’s Supreme Leader Ali Khamenel. by American and Israli air strikes.


As a human rights lawyer, I believe in upholding the rule of law. We must not accede to any violation of the fundamental principles of our  Constitution, whether the  majority party is Deomocratic or Repupublican. As an Independent, I shall uphold principles enshrined in our Constitution. I shall transcend party politics and consider the laws of our nation,



During his campaign, our current president promised not to involve our country or our people in foreign wars. However, our president, without the constitutionally required authorization of Congress, has allocated funds and troops to threaten and to agress Venezuela and Greenland, and now is bombing Iran. The power to declare war and to allocate finances and American soldiers to fight a war belongs to Congress. If elected, I shall vehemently voice my opposition to the president’s violation of the Constitution. I shall work diligently with both parties to task the president to adhere to the rule of law.


Addressing the current administration's immigration enforcement policies in my district


1.    As of 2024, approximately 293,000 residents in our14th Congressional District are foreign-born. These tax-paying citizens represent 39.7% of our  total population. 

 

I oppose the profiling by the Immigration and Customs Enforcement Department(ICE) of anyone, whether or not she or he is foreign-born. I oppose the indiscriminate deportation of any one. I emphasize with the profound level of fear and human suffering of anyone who has been deported or has a family member who has been deported. Everyone, under our Constitution, is to be afforded fundamental human rights, which under the Fifth and Sixth Amendments, includes the right to an equitable defense – not mass incarceration followed by deportation.

 

Unless ICE undergoes radical reforms, with all employees held to account for adherence to the rule of law, I propose that ICE be disbanded. However, at the present time, while ICE is a strong arm of the present administration, I would like to ensure that department officials wear large idetifying name tages to dentify themselves at all places. I further insist that all ICE employees respect the Fourth Amdendment, which requires that they obtain a warrant before detaining anyone. 

 

Many citizens of the 14th Congressional district have demonstrated their support for fellow citizens who may be threatened by ICE. I greatly admire all the persons who have protested  n the Bay Area against ICE, including the fifty people who spoke  at the Dublin City Counil meeting in October 2025 against  a proposed detainment facility.  I support your opposition and agree that we need to fundamentally reform ICE or to eliminate it.
